I've got two cocoa beans and would love to plant them, but I can't seem to figure out how.

You cannot plant cocoa beans in Minecraft versions below 1.3.1. As the wiki says, they can only be used as dyes and to make cookies and they can only be found in chests in dungeons.

As of 1.3.1, you can plant cocoa beans on the side of jungle trees to grow cocoa plants, from which you can harvest more cocoa beans.

The only way to obtain cocoa beans in vanilla minecraft (Without spawning them in) is to:

Find them in dungeon chests (Including desert and jungle temples)

Harvest them from jungle trees

Trade for them with villagers (In older versions, cocoa beans are no longer included in the villager trade items)

/execute already existed before and had most of the features it has now. But you don't even need that. Since you want to teleport relative to the command block, you can just use this:

/tp @a[x=-9,y=100,z=16,distance=..2] ~8 ~ ~

If you wanted to teleport the players 8 blocks from their location, you would use this:
