Unfortunately, the Minecraft Pocket Edition multiplayer has always been fairly unreliable. It's improved in recent times, but still.....
Here's some things to try (do this on both devices if possible):
Check both devices are connected to the same local network. Make sure you can open websites on both devices. Sounds stupid, but a lost connection is probably the issue.
Close MCPE, open the app switcher on your device, remove it from the list by swiping it away, then open the app and try again.
Turn the device completely off, then on again, then open the app and try again.
With an iOS device, hold down all the buttons (home, power and volume) on the device at the same time. After some time, the screen will go blank. Continue holding the buttons until you see the Apple logo. Release the buttons straightaway when that appears. Open the app and try again.
Try again later, or even the next day. It sounds terrible but does in fact work sometimes.
(Most drastic option, last resort, all MCPE worlds on that device will be erased unless you back them up.) Uninstall MCPE and reinstall.

You could try retrieving the folder which houses the world files generated upon creating it.
Open up "spotlight" and type Library/Application Support/minecraft
. A finder window should show up. Navigate into the "saves" folder and you should see your world in there (folder names are world names)
From there, copy the world folder (cmd + c) then, in the finder window, press the menu option "Go" then "Go to folder". In the text box, type /Users/
and click "Go".
You should see a folder in the finder window called "Shared". Paste the minecraft world folder into that folder, log in to your other account, go to the "Shared" folder and copy the world file again, then paste it back into the "Saves" folder which was in the first step. (Spotlight, library/appplication support/....")
You should be able to access that world on both accounts now. Have fun if it did work.
EDIT: To accommodate for a comment, a real neat trick would be to just have minecraft files in the shared folder. The only source I looked at for this was another question here: Change Minecraft save location?
This basically says, there's an option in the launcher (before you start the game up) which says you can change the directory of the games files to another location. (i.e in the shared folder) so the world will be updated for both accounts. Only if you're going to be playing minecraft on both accounts I guess! worth a shot

In short, no, 1.10.0.4 beta in Bedrock Edition is not the same as 1.13.2 in PC Edition.
Bedrock Edition 1.10 released some of the features of the Village and Pillage update, including wandering traders, composters, and pillager outposts. Versions 1.8.0 and 1.9.0 also added certain features of Village and Pillage.
PC version 1.13 was Update Aquatic, and it added things like fish mobs, phantoms, and tridents. It is roughly equivalent to Bedrock 1.6.0.
PC edition 1.10 was the Frostburn Update, released way back in 2016. It added several new features including polar bears, magma blocks, and husks.
1.13.2 for PC does not include any features of Village and Pillage, whereas 1.10 for Bedrock does.
