On the server MCMagic, I found a head inside a glass block at the Japan pavilion (/warp japan) in Epcot. Because this was the first time I have come across that, I have no idea how it was done.
In singleplayer, I tried using a piston to shove a head inside a glass block, but the head kept dropping itself. Then, I tried placing more glass blocks around the first one to prevent the head from popping out, but it still did after I activated the piston. How do I keep a head inside a glass block?
Place a piston 1 block above the water, with a redstone torch diagonally 1 down and 1 in the direction the piston is facing. Place solid blocks to the same side of the piston and redstone torch, and then place a piece of redstone dust on the lower cobblestone:

You could build this 2 further down, but you'd have to deal with making sure the water doesn't wash away the torch or redstone dust.
For a Golem to spawn, it needs 4 blocks of height before the next solid block, and 2 blocks of horizontal space (Golems can spawn between blocks horizontally, so they may fit into 2-wide passage). Golem spawning is not impeded by half-slabs, other transparent blocks, or liquids, so you can't cover the floor with spaced half-slabs like it works with Spiders.
This leaves you with only two options:

Player skulls and glass are both blocks, and only one block can occupy the same space.
What you can do is summon an invisible armor stand (which is an entity, not a block) wearing a player skull into the glass block:
