OK, so I've spent the past 4-5 hours creating and trying to upload my custom skin to Minecraft but it won't work. in version 1.7.5 it works fine, but in the newest 1.10.2 version the skin switches from Steve to Alex. How can I fix this?

As @QbsidianH20 said, your skin is on the wrong layer.
The only way anybody's going to see your skin is if you turn on your secondary layers in the settings menu. If you're playing 1.7 or before - Tough luck as only that bottom black layer is going to show.
Consider shifting your body up 16 pixels. Also, your other arm seem to be missing too.
To fix that, simply copy your current arm texture and flip the textures (as needed).
Use this template if you do not know where to position textures for body parts.
Note: By 'black', I meant a transparent pixel (a pixel that has no color on it).
If you're showing up as Alex, that means you've been randomly assigned the Alex model that's new in 1.9. Steve skins don't fit the Alex model, and it appears that accounts with the new Alex model have had their skins reset (maybe to avoid visual artifacts?).
To get your old skin and Steve model back, login to your profile on minecraft.net and change your model from Alex to Steve, then re-choose your skin with Choose File, and click Upload to re-upload your skin:
(As the profile page says, there may be a delay in seeing your skin update due to server caching.)

If you're talking about models, the answer is simple. When you upload your skin on the website, it asks you what model your skin is based off, like this:
Make sure that the drop down list is set to Steve.
Another reason that it might not be working is that minecraft doesn't recognise the net. I use needcoolshoes.com to make my skins and they work, so if all else fails, try it out!
