I have never been able to tell if I could break glass and get it back (like dirt, wood, cobblestone etc). Is this possible at all? is it possible in version 1.6.2.

Instead of building a bridge you can also build a pile. Position yourself underneath the floating block and start placing blocks below you.
After your done destroying the floating block start digging down till you reach the ground. This way you don't have to break any glass in your tower and you don't lose any resources beside some tool durability.
There are tutorials on devices called Wither Cages on the Official Minecraft wiki, incolving several fundamental properties of the Wither's attacks, including:
Head targets The Main Head and Side Head are the two targets that the Wither attacks. This can be controlled by the use of Snow Golems in a protected area (e.g. in front of the Wither behind enchantment tables, or below the Wither throilugh Iron Bars). The Wither must be able to "see" the targets but not be able to destroy them.
Explosive Properties The Wither's movement thriugh the world is often seen to destroy all blocks except bedrock, but immobilising it in blast-resistant blocks (eg Iron Blocks or Obsidian) will often keep it contained,especially if some part of it is covered in water.

With regular tools? No; once you place a glass block/pane and hit it with regular tools or your fist - it shatters and you get nothing.
However, if you have a tool enchanted with silk touch, glass blocks and panes will drop their respective item pickups (silk touch also allows you to get other fancy stuff from various blocks - like mycelium, grass, huge mushroom blocks, ore blocks, and glowstone).
