My Goal here is to only allow one item in the bottom hopper at a time. When the furnace fills up and an item enters the bottom hopper, the top hopper becomes powered. In theory, this should stop the top hopper from dropping additional items, but it just keeps dropping them. What am I missing? Latest version of Minecraft Bedrock.
This is essentially how Minecraft operates: when items spawn inside your crushing block, the game tries to move them somewhere valid. Any non-solid block, like slabs or stairs, that won't push items, also won't crush chickens. Double thick walls may help, but not guaranteed. The game will just try to push items harder.
The solution is to put some kind of non-full-height block above the hoppers. This way, chickens will still have their heads suffocated by a block above, but their legs and dropped items will be in a valid space above a lower block's surface. Hoppers suck items in from the whole block space above them, so that would not be a problem.
Testing indicates that the obvious choice of short block - the Slab - works perfectly.

The solution is quite simple. First get all the rails. Let the powered rails be aside.
First place all the rails in the line( assuming you are traveling straight). Place them from start to end. And use engine (furnace minecart).
Now next at stations place 3 powered rails successively next to each other and have a button to power them.
Now the part to place and power powered rails:
Once you ride off from the 3 powered rail i.e. the station you will travel approximately 70 to 80 blocks before loosing momentum. So the trick is to place 3 successive powered rails every 80 blocks. Power them with lever on side of block. Continue this until the end. It will take quite while but it is worth doing it.
I had done this back in 1.7.2 in a survival world. (yes survival and the length was 1000 rails exactly to get the achievement and it took 2 days to mine 396 iron if I remember correctly and 1 day to place all the blocks in a straight line. however when I updated the game to 1.8 all achievements kept on resetting)

So it appears that two stacked hoppers will transfer 2 items at a time. This is because the top hopper "pushes" one item down and the bottom hopper "pulls" a second item down simultaneously. When the top hopper is powered, it stops pushing items down, but the bottom hopper continues to pull items down.
