What are Moira's options for healing herself? With no shields to regenerate, are my only option health packs, other team healers, and throwing a heal orb into a tight space? If so, how can I ensure that the orb stays relatively stationary (so as to maximize the self-heal)?

In actuality, Winston's Tesla Cannon out damages a mercy heal without the boost. Let's look at the facts:
- Tesla Cannon deals 60-65 DPS
- Mercy's Caduceus heals 50 HPPS (hp per second)
- Mercy Caduceus boosts 30% extra damage
- Tesla Cannon deals 78-85 DPS when boosted
This means, in terms of outdamaging a healing Mercy, you are beating her:
- by about 10-15 DPS, without a boost
- by about 28 - 35 DPS with boost.
However, Tesla Cannon doesn't have infinite ammo, and has a reload time of 1.5 seconds. Which means that's roughly 75 extra hp that's getting filled on the enemy as you reload, and it takes 5 seconds to fully expend ammo. Which means that, 5 seconds x 10 - 15 DPS = net loss of 50-75, which is then promptly healed back up while you reload. So at this point, while you can outdamage the Mercy while she heals, it is instantly negated as soon as you spend time to reload.
Thus, the damage boost is enough to outdamage the other opponent as a Mercy heals them. However, note that it is still a moderate kill time of about 5-6 seconds, even with a boost, as:
- 50 HPS, for a total of 325 hp healed for 6.5 seconds
- 6.5 seconds is the full time for a Winston to expend his ammo, then reload completely, ready to fire again
- 390 - 425 DPS under boost for 5 seconds, then 1.5 seconds of reload downtime.
Which means that on average, assuming a perfect scenario:
Over a period of 6.5 seconds you only outdamage the mercy by about 65 - 100 damage, while under the effects of a boost.
Which means that, in your case of fighting against a reaper (250 hp), that it would still take you at least 3 cycles of the 6.5 second cycle noted above to fully outdamage the heal provided by the Mercy, and that's still a roughly 19.5 second kill. A very long TTK.
As Blueraja mentions below, this really only applies to pure health and health/shield heroes, like Reaper, Tracer, and Soldier 76, which means that against armored heroes you're not going to be able to out DPS them regardless if a boost is active or not.
My math might be wrong, BUT:
According to the wiki, Ana fires 1.2 rounds per second, which is 90 HPS. She fires her 10 rounds in 8.3 seconds. When we add the reload time of 1.5 we get that she can heal for 750 (75 heal * 10 rounds) in 9.8 seconds. Which is 76.5 (~75) heal. This of course if in a perfect, BUT plausible world.
Then we have the added option of going up to 150 HPS thanks to her Biotic Grenade (not counting the instant 100 Heal the grenade does)
Mercy comes in second with 60 Heal Per Second
Lucio does 12.5 (36 when amping up), Zen does 30 hp heal per second.
The very very tricky part here is consistency. Mercy is 100% consistent, if you are in range, and she's clicking her Mouse1, heal comes in. Ana has to be actually a good shooter to heal you, even though the friendly shot is rather forgiving.
But in a perfect scenario Ana heals the most.
it's worth pointing out that you aren't asking for the best support so technically RoadHog is the right answer to your question, as he does 300 self heal over a second ...

Moira has three options for self healing:
Biotic Orb (Heal Ball)
Biotic Orb will heal 75 hp/s to a maximum of 300hp. There are two ways that you can use this to heal yourself. Easiest way (as you noted in the question) is to find a small space such as a room or hallway with parallel surfaces. If you throw your ball perpendicular to these surfaces it will bounce back and forth until it times out or reaches max heal. Beyond just self healing, this is useful if you want to create a small "heal station" for teammates to heal up quickly.
The other slightly more difficult, but useful, way is to throw your ball in the direction that you wish to move and chasing it. When your ball is healing it will significantly slow it's movement speed allowing you to move along with it as you heal. This is great for fleeing a fight as you can heal while running away, but it makes your movement more predictable. Take care to aim this parallel to the ground, if you aim too low or high it will end up flying away into the sky. Also, be careful of any rouge bits sticking out from walls or floors that might cause your ball to bounce off in unintended directions.
Biotic Grasp (Purple Right-click Beam)
While your purple beam is attached to and damaging a target you will heal your self at a rate of 33 hp/s. It has a surprising amount of range to it (around 20m) so don't be afraid to keep your distance and suck up some health from an enemy tank.
Coalescence (Ultimate Beam)
Moira's ultimate heals her at a rate of 50hp/s regardless of if you are damaging anyone or not. So it can be used to save yourself as a last ditch effort. I wouldn't recommend it though, as her ultimate can be pretty good when used properly during a team fight.
