Currently I am playing as Serbian king, and I am allied with Bulgarian Tsar.
Looking at his character:
I noticed his demesne levy size are way above maximum. How he achieved it?

Your assumptions on total and current are correct.
As for relative strength, it is the size of the levy (total or current) as a percentage of the top liege. So it's always 100% for the top guy. It's usually not the case for his vassals. And if it is...he's in for some trouble =D
For each holding over your demesne limit you will suffer penalties:
- Your vassals' opinion of you will drop (apparently by 10 for each holding over the limit; I experienced huge penalties myself after winning the crusade and conquering Jerusalem). I think that it takes 1/2 months before applying this penalty.
- An income tax penalty (Wikia says -12.5% for each holding over the limit)
- A bunch of bad events related to your holdings.
Remember that having a few more holdings is not always bad: you ensure that your vassals are under control (because you raise way more levies) and if you don't go too high, you usually make more money through direct taxes than from feudal taxes.

A possible explanation could be that Petar's levy capacity got reduced for some reason while he already had all his troops risen.
Possible causes for losing levy troop capacity could be that he lost a couple titles from his demesne (to other realms or to his vassals) or lost a couple points in martial skill (maybe he just recently lost a trait or temporary effect which gave him a bonus to martial?).
