For some reason I am no longer getting alerts when a child turns 6 so I can educate them.
It's not listed in the Disabled Alerts list in the outlier, and I can't find it in the message settings.
How do I re-activate the alert?

According to a loading screen message, right click on the message, which will show you a window that lets you customize this exact kind of message, without looking for the right kind of message in the long list:
The strong claim does not become weak, but the strong claim can only distribute to first 3 children, the remaining would get a weak claim. You can have more information from here.
You can get claim via marriage. Marry someone who has an inheritable claim. Your children will have the claim.
You can also get de jure ducal claim by creating/unsurping duchy title although the claim does not appear in the claim list. The same goes for Kingdom and Empire.
Invite pretenders into your court, and then grant him landed title.

So, it turns out this is part of the Conclave expansion. Children are automatically assigned their parent as a "guardian", unless you specify an "educator". Wiki page on education in Conclave
