I'd rather not have to grind or play for hours in order to get an attack aircraft in GTA Online. I read on GTA wiki that the Hydra unlocks after the EMP in the Humane Labs Raid.
Are there any level requirements needed to complete the Humane Labs Raid, to complete the two pre-requisite heists (Fleeca and Prison Break), or to purchase the Hydra from Warstock?
No - if you skim through https://googledrive.com/host/0B-Q7WnzcPvLtLVVoM3otTVlnOFE/all.htm you can see that basically anything with 4 seats is going to have a back window. My best experience with getaway vehicles so far have been the Jackal (inexpensive, easily stolen) or the Exemplar (200k or so, performs well.) Super cars don't appear to have back windows, or they're very small but I've managed to shoot and kill other players in them during a chase.
I'd suggest stealing a jackal and tweaking it out a bit to try, since you can get the car for 'free'.
Just to note, my experience with regular vans and cube vans is that the back doors or cargo door will stay open during travel, especially if people are shooting at pursuers.
Are you sure your friend is a level 32? From IGN it states the C-130 unlocks at Ranking 33. Source

There is no level requirement to purchase Hydra, all you need is to complete Humane Raid - EMP mission and save up mere $3,000,000.
There is no level requirement to join any heist and you don't even need to do the prerequisite heists, if someone else is hosting it.
