I went to Skellige as part of Following the Thread and have not started Old Pals yet (my second playthrough) and was wondering if I'll be able to play Lambert at the Nowhere Inn so long as I don't progress his quest any further.

There are at least 2 quests where being able to beat people at gwent gives you additional options to finish the quests.
There are gwent-specific sidequests where you need to beat specific NPCs at gwent. There is even a gwent tournament sidequest, which you can only start if your gwent deck has a sufficient number of high level cards.
There are gwent achievements too.
So if you are one of the people who wants to get all achievements, or finish all quests, you must play gwent.
If you only want to finish the storyline missions, you don't need to win a single game of gwent. This is my experience in the base game version 1.03, without any expansions.
According to this comment on Reddit, the cards are available from the Shopkeeper you rescue from the Griffon during the tutorial, as of patch v1.04.
Having checked, it seems that that shopkeeper now has the four cards that I'd missed - namely:
- Catapult
- Blue Stripes Commando
- Crinfrid Reavers Dragon Hunter
- Foltest (Lord Commander of the North)
After being rescued, the shopkeeper is located to the west of Woesong Bridge, in White Orchard.

At any point you physically encounter Lambert prior to him reaching the meeting point outside of someone's house at the end of the Following the Thread quest you can interact with him again and initiate the Gwent game.
Additionally after completing his quest I visited the Nowhere Inn later and saw him sitting there rolling dice and was able to interact with him.
