Several options for Ditto to hide as do not share the same normal typing. Therefore, it's possible to see, for example, a Seedot that is weather boosted during sunny weather, and when caught it turns out to be a Ditto that would not have been weather boosted.
How is level/IVs/stardust calculated for this catch, is it weather boosted or no?
If you train your Pokémon high enough, it will get to the stage where you will get a notification saying
"Trainer is not a high enough level to train this Pokémon"
meaning that the Pokémon has reached it's max CP for your current Trainer level. The CP meter may not be 100% full, but it is at a stage where the increase in CP will exceed this meter. Eg. Training a Pokémon raises the CP by 20, and the meter is at 85/100.
Raising your Trainer level will increase this meter, allowing you to train your Pokémon to a higher level.
First of all, you won't just see a Ditto on your list of close Pokémon that you can catch. Ditto will first appear in your game as just a regular Pokémon. After catching the Pokémon, it might transform back into a Ditto, and it will then be added to your Pokédex. So you won't know it's a Ditto before that point. You can see an example in the video here.
As for now, the current list of Pokemon which can hide a Ditto is pictured below. So just keep catching those, and you might end up with a Ditto.
Also note that if you get a Ditto after catching a specific Pokémon near you, anyone catching this exact same Pokémon will also get the Ditto.

Because Levels and IV aren't affected, if is possible to come across a pokemon that is weather boosted, but its CP is below the minimum possible for a weather boosted pokemon of that type (revealing itself to be a Ditto or other pokemon in disguise before it is captured).
