When you encounter a pokémon, one of the icons that appears will be labelled AR. AR stands for Augmented Reality. Simply select this toggle to turn it on or off.
This took me a while to notice, but when in its 'off' state, pokémon go plays in a pre-rendered scene, as opposed to using the camera and gyro.
In laymans terms, the pokémon will always be straight in front of you. You do not have to move the phone around sporadically in order to keep the pokémon on screen, and can play pokémon go as if it was a typical phone game.
For Android, Pokemon GO appears to use your device's set language.
In order to change the game language, you need to change the language of your phone.

Your device would not be able to run the game (at least not in any playable fashion) If you visit the Pokemon Go Store page while on the device, it will likely tell you as much.

The Galaxy Nexus does not meet the minimum RAM or OS requirements to play the game. Furthermore, rooting the device and installing another OS will likely not work either as rooted devices are apparently not supported either - even if you did manage to get it installed it still wouldn't meet the RAM requirement.
You should look at upgrading to a newer device.
