If one does not have a river on his map (just a couple of pools), how can one prepare land for farming?

So from what I gather is that you want to create a specific map or decrease the temperature on an already created map. I don't know the latter but I can help with the former:
- Open up DF
- On the main screen select Design New World With Parameters
- Select one of the presets and press the e key
- Scroll down till you see the following (should be the second page):
- Change the Maximum Temperature and Minimum Volcanism values
- good values for Temperature are ~45
- good values for Volcanism are >50
- Finally, to ensure a good Taiga you'll want to play with the Rainfall parameter.
The trick is to define a burrow (via w at the main screen) that is away from the combat zone.
You then need to go to the military screen (via m) and set your civilians to use the burrow. This will keep them with in the designated area.

What I like to do is simply carve out an underground area next to one of the pools, and then breach the wall of the pool. The water flows through your fortress making muddied soil, and then the murky pool can be blocked off to prevent more water from entering.
Alternatively, you can simply dig down to the first cavern layer, which is completely muddied and ready to be farmed (unless you're on a reclaim).
