I'm playing the PS3 version of Mass Effect 3 and for the life of me I can't find out whether my Tactical Cloak is ready or not without opening the Skill menu (hold R2) or just using the Cloak and seeing if it works.
Is there a way to tell when my hotkey ability cooldowns have ended without opening a menu or using them?
Are you connected through HDMI for audio? Have you tried hooking it up with another type of connection such as a analog sound cable? Some TVs have shoddy HDMI Audio implementations and switching video modes can cause their audio to "desync" from the stream. You could also try changing which types of streams are sent to the TV could help as well, reducing it to only PCM perhaps instead of Dolby may help it when it transitions from program to program.
You can try shutting the TV off and turning it back on when it happens as well, and that may nudge the HDMI connection into working.
It depends on what you mean by "in-game". You cannot get to them while actively playing as your character, but you can get to them from the main menu when you start the game. They're under Extras->Accomplishments.

There's a little red circle that appears when you use an active power that has a cooldown. It starts out as two halves, and as the power recharges, the circle starts to close around your crosshairs. When the circle halves meet in the center of the screen, it flashes white and disappears. At this point, the power's ready to use again.
