All the multiplayer games works on all regions (at least all that I played so far), but...
Be carefull about DLCs.
The only consideration (and the only problem I had so far) is with DLCs from different regions.
I have games from various regions (US, EU, Asia) and in some of them, like for example, Little Big Planet, Killzone 2, Rock Band, etc the DLCs for one region doesn't work on the other.
I bought a EU LBP and then bought the Metal Gear Solid pack in the US store. It didn't work, the game couldn't find the DLCs
So be carefull about buying DLCs from other regions, most will work, but some will not and you will lose your money, that's the only problem about this kind of deal.

Yes, the game will work just fine on other accounts on the same PS3, but if you delete the account the owns the game all the games will become unacessible, so you MUST keep you "fake" account in order to play the games.

That I can't answer because PSN isn't available here yet (Brazil), common sense tells that it will not affect you (if you already have an account in your country), but anyway I doubt that IF the Playstation Store is available here in some far far away future it will have the same content as the US or EU Store, so basically everybody will have 2 accounts or just stick with the old account.
I have done that myself.
Since i'm not from USA, i created a different account i buy credit for it to buy some stuff. The only restriction is that in order to play or use the stuff you buy with that account, is that both are as users in the same PS3 system.
This is necessary since it has to check for the user who bought it, but you can freely use the games/stuff for your main account

You do not require a region Y account to use your region X content in region Y.
You can continue to purchase and play on your region X account from region Y with no problems and as long as you maintain a valid payment method for region X. I know this because I am doing it and have been for many years.
If you want to purchase content that is specific for region Y you will have to create a region Y account in order to access the local store.
You will also need to be cautious with DLC, if you buy a physical copy of a game in region Y it may not be compatible with DLC downloaded from the region X store. The physical copy of the game will work with your region X account just fine.
So you may want to create a region Y account for the specific reasons above but you do not need to have one, all your existing content will still be accessible.
