Is it possible to use a recruiting officer on a non-residential level to get dream jobs? I've filled ever dream job slot except for the Livestock Exchange, and now that they raised the price of filling an empty apartment, it's a LOT harder to get those dream jobs. If I had a spare residential level, I could use it to hold extras and swap them in, but I don't have one of those either, so I'm kinda screwed otherwise.
Barring that, is there any GOOD way to fill those missing dream jobs?
It's impossible. They will never ask to go to a residential level with any spaces remaining, and the question mark behavior means you can't even be sneaky and evict someone after you see which floor they're going to.
Those characters are only there to patronize shops and unlock scenes, and it wouldn't make any sense to have a Boba Fett living in your tower and then have another one show up so you could unlock a scene with him.
When you build any level type (Imperial, residential, service, Recreational, etc) the actual result is random. The only way to specify the specific floor to build is to purchase it with Bux.
Other users have experienced the same results as in this instance it took one user 12 imperial floors to get the communications level.

I'm fairly certain that you can ONLY use a recruiting officer on a residential level. When I've tried to send them anywhere else, they merely get off the elevator and do nothing.
