Here is my simple question, how do you build a ferry terminal ?
How do you build a seaport ? (provided it is different fom ferry terminal)
How do you build an airport ?

I just made an airport, and I struggled a bit myself. But you need the road where the house of the airport is, on the side, (either side) cause it will switch sides to where you put the road.
Not a road all the way along side the runway, but the terminal section ;)
Your problem may be you don't have any connecting cities with ferry docks to bring in tourists from other cities. If this is the case I suspect this could be limiting you but cannot say 100%.

you need a traffic department - you unlock this by upgrading your town hall. You can then place the traffic department as an expansion for your town hall.
(If the buildings have slightly different names - please look at the closest match - i have not played the game in english language)
Btw. you should get a tooltip how to unlock them when hovering the locked "ferry terminal" etc. in build menu..
