After the trial, I went onto the website and paid 44 pounds for the full version by digital download.
Now, after waiting 2 days of solid downloading, I go to install Starcraft 2 and its in German.
What do I do?

Getting people online, playing and interacting is obviously the overall goal for the Battle.net platform, and that includes allowing people to play across regional boundaries as they have in the past.
Unfortunately, there are a multitude of challenges we have to overcome due to the unique regional account and billing options that didn't exist in the past. But those hurdles aren't insurmountable, and we are looking into solutions that will allow interested players to obtain access to other regional versions without having to buy another full copy of the game. Those solutions are something we're currently planning to have available through Battle.net Account Management within the first few months of StarCraft II's release.
Before that solution is implemented though, you're correct in that you'd need to purchase a US copy of the game on launch day to play in the US region.
However notice that he is talking about a potential future feature which may end up not getting implemented (or not implemented in a satisfying way), so in the meanwhile I would be careful about which version to buy.
I noticed earlier today that as of 1.1, the Blizzard maps were updated from v0.1 to v1.0. (Agria Valley is currently at v1.2.) Also, in the SC2 Editor, some Blizzard maps are showing up as not downloaded:
I haven't played 3v3 since pre-1.1, so all the updated 3v3 maps are still marked as Not Downloaded.
This supports Mag Roader's theory that the downloads consist of map data.
So, here's what I think it is: When you join the matchmaking queue, the game asks Battle.net for a list of maps you might about to be playing on. If you have the latest versions of all the maps, this will probably only take a second.
If any maps are out of date, however, the game will update them. This will take a few seconds for each map since they're around a megabyte each.
This system would let Blizzard publish updated versions of maps, or add new ones to matchmaking, between actual patches.

It looks like you're not the only person who's had this happen: there are other people on the SC2 forums who've had this problem. Here is the response from Blizzard customer service:
So it sounds like you'll have to download the full version again, only in English this time. Make sure you confirm the language, though, and take note of what this person said later in the thread. This is talking about the starter edition rather than the full version, but it sounds like the same sort of thing will apply to your situation.
