I dug through the relevant support pages and found some information for you.
Short version: Don't accept things you weren't expecting from people you don't know.
Long version:
The Steam Support page on trading and gifts says...
[...] a gift sent to your account has been revoked. The most common reasons this will occur are:
- There has been a purchase error with the game you were gifted
- The purchaser has filed a dispute over the purchase
- The gift purchase was made using a fraudulent payment method
If you believe there has been an error, please contact the person who sent this gift.
The subscription to the gifted game is no longer valid. If you wish to continue playing the game without losing any game progress, you will need to purchase the game through Steam.
Warning: Never accept a gift from someone you do not know.

Redeeming Fraudulent Gifts
Never accept a gift from an unknown user. Any accounts tied to a redeemed gift from a
fraudulent source may be suspended.
In summary: You can either lose the game you were gifted, or possibly your account, depending on the whim of the Steam Gods handling your case. Expect the worst, because they tell you clearly in both areas don't accept things you weren't expecting from people you don't know.
Ask the person trying to gift or trade you the game to identify themselves, and reject the gift if anything seems suspicious. Better to lose a "free" game than your account, ne? If it turns out to be a friend or just someone who feels like gifting you stuff, ask them to send it through their real account, instead.
As the dropdown list you get by right-clicking on the steam icon is based on your most recently played games, and sometimes doesn't show up at all, I propose a workaround solution, based on SevenSidedDie's and my conversation in the comments above.
A possible workaround would be to create a toolbar with a list of your favourite games that is pinned to the taskbar, near the notification tray (where the steam icon sits). As Steam provides a handy function of being able to create shortcuts on the desktop, we can then move those shortcuts to a dedicated folder, and create the toolbar.
So, our process becomes
- Create a folder somewhere that will hold the shortcuts. For example,
C:\Games
- Keep the name short, as it will also be on the taskbar.
- Open Steam
Right-Click
a game, and click Create shortcut on the desktop
- Select the Shortcut on the desktop, and either
Cut
& Paste
or Drag it into the open folder.
Right-Click
on the taskbar, and click Toolbars->New Toolbar
- Navigate to where the
Games
folder is, (in this case, C:\
), select it (don't open it!) and click Select Folder
Repeat points 2-4 for as many games as you want. You can even put them in sub-folders within the Games
folder if you wish.
You will now have a little drop-up menu, called Games
near the notification tray on the task menu. clicking the button with two little right-pointing arrows will open the menu.
An added benefit of this system is that steam doesn't need to be open in order for you to browse your catalogue of games. Clicking a game will start steam, and jump right into the game.
Also, adding more shortcuts is really easy as well! Just Right-Click
the name on the taskbar, and click Open Folder
. Drag as many in as you wish!

Your error seems to a be connection or server issue as dly mentioned before me. It mainly looks like the css and/or the javascript part of the page is not available. This error can be at 3 locations (at least according to my experience, but I'm always open to new ideas and suggestions):
There is some connection issues. You can test it out with trying on a different network than before. (Try wifi network or a different internet source then before, for example; if it was not working though the school network, try it on your home network etc.)
A cache or app error. The first can be checked with emptying the cache (Try at your own risk; see expalation later) for the app (On Andoid 6: Settings-> General -> Apps -> Steam Authenticator -> Storage -> Clear Cache). A similar error like yours with this as solution: https://steamcommunity.com/discussions/forum/1/412448792359440587/ BE VERY CAREFULL with this step though! If you accidentally delete the data of the app, than you will lock yourself out from Steam, and it can be a really long process to get it back. I repeat do NOT delete the data. (I once lost access to a different service due to a similar mistake, don't be like me :'D) The second (app error): there isn't much you can do about it, you can either wait or write to their support.
Some info that might help with finding the error: Was there anything special when it happened? (new network, app update, system update, etc). Is the error still there after restarting the app/phone? How long has this error been there?
