I downloaded a map from the workshop for CSGO (I'm got it from steam.) And I like the map, but I would like to play deathmatches on it and it does not allow the deathmatch game mode by default. I know it is possible to change the game mode to deathmatch with the console while I'm in a match, but I would like to set the game mode before I start the match as I would any other mode. So how would I do this?

Well, this is 5 years too late, but...
Any startup commands that start with a + are actually cvars that can also be changed in the server console.
i.e. mapgroup mg_hostages in the server console should change to the mg_hostages map group for the end of map vote.
Your name within Counterstrike: Global Offensive is tied to your Steam display name. This can be changed. This is discussed in this forum thread, which explains the various methods tried so far to force a name change.
To change your name within Steam, click on the little arrow next to your name in the Steam friend's list and select "Change Profile Name" from the bottom of the menu that appears:
This will pop up the account settings window, which will allow you to change your name. As you've pointed out, this will change your name as you appear to your friends within Steam, as well as in any Steam game that supports it.

You can forcibly execute a deathmatch game by typing this command in console:
You should also restart the match after typing that in. Type
mp_restartgame 1to restart.
