Whenever I fire up Steam for the first time after a reboot, the library view defaults to "All Games". My list of games is far too long for this, and every time I fire it up I switch it to "Installed" view. How can I get Steam library view to default to this?

As of the latest update to Steam, you can now PERMANENTLY remove games from your Steam account!
Steps
- Log into Steam Support
- Select Games, Software, etc.,
- Select the game from the search function that shows up
- Select the option: I want to permanently remove this game from my account.
- Select the option: Ok, remove the listed games from my account permanently.
- Repeat as many times as you have games you'd like to get rid of.
You can browse over your entire library and choose which software you'd like to permanently get rid of. But note, once you have removed a game from your library, it's gone permanently, so if later down the road you'd like it back you'll have to purchase it again.
You'll also need to watch out for some other issues. The thread linked above has noted that if the game is part of a bundle (HumbleBundle, etc.), removing one game from a "package" may require you to remove all the games from that specific bundle.
You've got more than just categories in your library. You also have filters. You can filter the list by games you have installed, by games you have played recently and by games you marked as favorites. If you've played that game recently, you'll also find it in Steam's jumplist, or at the top of Steam's tray icon's context menu.
What you really need though is search; nothing really beats that. You don't even have to use Steam for that: if you told Steam to, all of your Steam games (except shortcuts) are added to the start menu. Want Team Fortress 2? Press the ⊞ Win button on your keyboard, type the first letters of the game, press Enter and you'll have it launched faster than any category or filter combo can.

If you select the "Installed" view on the Library tab, and then exit Steam (file > exit) and restart Steam again, clicking on the Library tab will default you to the last selected view before you exited Steam (which would be the installed games view).
This only seems to work if you specifically exit the game, rather than let it close when you restart your computer.
