How can I tell Steam to put games on another disk?
They are currently on C: but I'm getting a little short on space.

Steam now natively offers an easy way to move a game from one drive to another.
First, you must create a "Steam Library Folder" on your new drive, by navigating to Settings > Downloads > Steam Library Folders and clicking Add Library Folder. I recommend creating a new folder on the drive called 'Steam Library' or similar to use as your library folder.
Next, for the game that you wish to move, right-click on it in the games list and navigate to Properties > Local Files > Move Install Folder. Select the newly-created steam library folder from the drop-down list, and hit Move Folder to move the game to the other drive.
This process may take a while to complete, depending on the size of the game and the speed of your drives. Once the game has been moved, Steam may perform a quick "Download" (which actually downloads little or no data), presumably to verify the game files.
Yes, games linked to your Steam account can be installed / uninstalled at will.
There are some rare exceptions where a game has additional DRM that limits the number of times you can install - but this should always be noted on the game's store page (the first example I've found is Dead Space 2, check the wall of capitalised text carefully to see what I mean) and there is often a way to "reclaim" those installs before you uninstall the game. So check the Store page for each game before you uninstall if this is a concern.
When you want to reinstall:
On your game list, if you switch to the "All Games" view you will find all the games you have linked to your account. Those that are not currently installed will be greyed out, and from here you can select for them to be downloaded and installed.
Steam has recently introduced an option to queue up games to be installed through a web interface. Make sure the target PC is running the Steam client, then go to your games list on the Steam website (the easiest way to do this is to click Community -> Profiles -> Games in the Steam client), open the All Games tab and click the install button next to the games you want to have installed. If not all of your games are showing up, click on Per page: All at the bottom of the page.
This is massively faster than going through the usual install dialog.
