Steam – How to stop Skyrim from downloading mods I’m no longer subscribed to

Every time I open Skyrim the launcher downloads mods that I previously subscribed to and gives me a message that says, "Synchronization complete. Some mods that were unsubcribed were subscribed to and loaded".

For all of these mods, I have (a) checked that I'm not subscribed to that mod on the Steam Workshop and (b) checked I don't have the mod file in my skyrim data folder. I can delete everything in the Data Files tab, unsubcribe from everything at the same time, go to the website and check I am subscribed to nothing, and the next time I open Skyrim it redownloads all the mods I don't want.

The best way to solve your problem is to unsubscribe from the Mods. In this way, Skyrim Launcher will no longer download them automatically.

To unsubscribe them, you needs to go to 'Data Files' on your launcher, then click on Skyrim Workshop and login to the Workshop.

From there, you should see your display pic at the right hand bar. Click on that, then click on Subscribed Items. You will see all the mods that your're subscribed to. Unsubscribe from those that you don't want any more.

You were unable to get rid of them previously from the 'Data Files' tab because all the mods are linked to your account. You have to manually remove them from the Skyrim Workshop.

This forum thread over at the Steam forums has a comment by a user with the username suchotek having a similar problem to you, having only a handful of modifications installed but receiving an error indicating more than 50.

This person fixed the issue by removing the following registry key;

HKEY_CURRENT_USER\Software\Valve\Steam\Apps\72850

As always, remember to backup your registry before making any changes.

This forum thread also has a couple of suggestions to prevent this from happening in the future;

To have a mod installed you don't have to be subscribed to it, unsubscribe to mods that are stable and you don't think will receive further updates, then you can subscribe to more
The 50 mod limit is specific to Steam Worksop, mods installed in Nexus do not count towards this limit

It is mentioned that this issue is a bug, but I don't have anything beyond a forum post to cite so this is possibly untrue, and this could have how Valve intended this to work. For more discussion in relation to this issue check out this long thread, also on the Steam forums.

It can be done. Mods from the Workshop are just like mods from any other site except they are directly dropped into your data folder. But because of the way Steam Workshop updates mods, you will need to pay attention to a few things: Skyrim Launcher will check your Workshop subscriptions every time it's launched and merged ESPs would cause the launcher to detect a change in the mod and download the mod again.

You're fine using it as long as you (1) never use the default launcher but SKSE (for example) instead or (2) unsubscribe from the file on Steam Workshop after downloading it, which is the recommended way. You will lose the mod from your nice subscribed files list on Workshop, but you gain the ability to modify and merge the mod without issues. You can still keep the files in favorites or in a collection to keep track of them though.
