Playing Team Fortress 2 Premium, I am trying to send my friend a Pip-boy, for the engineer. For some reason, hey can not receive items for Team Fortress 2.
He can receive Steam Trading Cards, and games, but when I drag a Team Fortress 2 item into the trade, all it appears as is a blank space. My friend also sees nothing. How do we fix this?
Yes,I bought an item for Dota 2 online rather than in-game shop and my progress towards the card increased,don't see why it would be different for TF2.
When you buy items online the system asks you to log-in with your steam account to finish purchase;in-game store is essentially just a simple game web browser to display the original online store(Why?It is easier to maintain one store than 2).So in the end whether you buy something online or in-game it goes thru the same account and the same system.
Also the system is retroactive,meaning all things you bought before trading cards will be counted as you bought them now.So the system will checks your receits and they are the same for both stores.
If you want to check for yourself you don't have to spent 9$,you can purchase the cheapest item you find and then check if you "progress towards next card" has increased.
The "restrictions" you're saying you've got on your account do not match up with what Steam call a "limited account" - it is probably worth contacting Steam support to discuss the issues you're having with the Steam store.

Vote in the "Community's Choice" sale every 8 hours, for every three times you vote you get one card (that's one free card per day)
Buying games/software from Steam: for every $10 you spend on Steam you get a Snow Globe card
Trading with other players on the Steam market
Crafting other badges will result in a Snow Globe card for each badge crafted
One thing to note is that getting Snow Globes by voting for the "Community's Choice" sale requires that you be level 5 already.

This is a fairly common side effect when trading servers are experiencing issues (which is quite frequently).
If you're dragging stuff over to your trade window or double clicking on items and it's not responding by putting that item in the trade window, give it a few minutes/hours/other arbitrary time period and try again.
