I know that you can create a dynamic collection filtered by 'Unplayed' but I would like to create a collection along the lines of 'Favourites' and filter games I've played for say greater than or equal to 100 hours.
Is this possible in Steam? Or would I need a third party tool?
The "restrictions" you're saying you've got on your account do not match up with what Steam call a "limited account" - it is probably worth contacting Steam support to discuss the issues you're having with the Steam store.
There are four methods of earning Snow Globe cards:
Vote in the "Community's Choice" sale every 8 hours, for every three times you vote you get one card (that's one free card per day)
Buying games/software from Steam: for every $10 you spend on Steam you get a Snow Globe card
Trading with other players on the Steam market
Crafting other badges will result in a Snow Globe card for each badge crafted
One thing to note is that getting Snow Globes by voting for the "Community's Choice" sale requires that you be level 5 already.
IF Steam is collecting such a detailed statistic, then I haven't seen any documentation on that and it most definitely isn't available via API.
Although, they do collect quite a range of data across all users, presented e.g. via here or here
AFAIK, detailed statistics for single games are available to the games developer/publisher on steam, but not the users.
The easiest way to build your script that I can think of would be to query your Steam community profile for the currently played game, this is queryable in various formats such as JSON or XML. But this requires you to set your profile to public.

No, Steam itself doesn't support that (yet). Although it says dynamic you can only filter by static attributes, such as state or genre. The Steam forums have quite a lot of feature requests for collections, but as of yet they remain unheard.
