I just saw that the Legacy in SW:TOR unlocks when a character finishes Chapter 1… level 26. I'm still not done with it.

Legacy Surname is the default value.
As a rough rule of thumb, every 750 affection is worth roughly a 1% reduction in completion time on crew skill tasks.
Edit: Comments indicate that the first 450 points of companion affection are worth 2% off the top, and that further affection follows the 1%/750 formula. I haven't seen the exact data set, but this does fit the patterns I've seen closely enough to be plausible.

There are 3 Chapters, along with a fairly long prologue.
Chapter 1 ends after you complete Alderaan. Chapter 2 ends after Hoth. Chapter 3 ends after Corellia. Level ranges will vary based on how much other content you complete.
