Do supply officers no longer build stuff in imperial levels? I now have to pay for imperial items and VIPs only make the construction time faster.

As far as I can tell, the VIPs are indeed random, with perhaps a slightly higher chance to yield Supply Officers. Unfortunately, they'll only show up when you're actively playing, so it might require more real time invested than you're willing to, and there's never a guarantee that any particular one will show up.
Imperial floor missions start small, but soon become hugely rewarding; the one I'm currently working on gives a reward of 50k, and previous ones have been in the 75-80k range. However, there's not much point in building Imperial levels until the mission asks you to, and it can be frustrating if you're asked for a specific one but the levels you build turn out differently several times in a row. In that case, it can be worth skipping a mission for a few Bux and getting something you're better equipped for.
When you build any level type (Imperial, residential, service, Recreational, etc) the actual result is random. The only way to specify the specific floor to build is to purchase it with Bux.
Other users have experienced the same results as in this instance it took one user 12 imperial floors to get the communications level.

Correct- supply officers no longer start to build things in the Imperial levels. Instead, they finish off the project on that level that is already underway, no matter how much time is remaining.
To make the most use of them now, they should be delivered to an Imperial level where something is already underway with a lot of time left. The longest build times for Imperial items now are 1:50, much below the old 5+ hour ones for a few types.
They appear a bit different than the old ones (now having yellow helmets) as well.
