I am wondering about whether you can switch the grand company you have chosen or not. And if so how. I have chosen the Maelstrom and want to switch to the Order of the Twin Adder because their gear is a bit more optimized for my class (bard).

In general, you can increase your Grand Company rank by spending Grand Company seals to purchase a promotion. If you talk to the Personnel Officer behind the desk at your Grand Company's headquarters, one of the options available should be "Apply for a promotion." The seal cost for a single rank increase starts off low, but gradually increases as you gain rank.
When you attempt to apply for a promotion, the NPC will tell you how many seals are required, and if necessary, what additional tasks must be completed first. At low levels, simply spending seals is all that is required, but as you get into the higher ranks, you'll sometimes be asked to complete certain quests (given by another NPC in your Grand Company headquarters) or complete other tasks before you can earn your next promotion.
After further investigation, I found that the same type of up/down performance was happening when I as running some code I had written. I found out that my computer was throttling back resources due to heat. I have, since, got a laptop cooling fan and can now play FF14 on max settings without overheating (and thus losing performance)

Yes, you can switch Grand Companies once you have reached the rank of Second Lieutenant by talking to an NPC in your Grand Company headquarters.
Once you switch, you will no longer be able to use any existing Grand Company gear you have, and you'll start at the very beginning rank-wise for your new Grand Company. If you reach Second Lieutenant in your new Grand Company (and at least 30 days have passed since you last switched), you can switch again if you'd like. When you switch, your old rank and company seals are retained, but you can't use them for anything if you don't currently belong to that Grand Company.
