I use Sky Force 2014 on two different Android devices A and B. After using Sky Force 2014 on device A, how can I retrieve the progress on device B? I can connect to Facebook and Google if needed. I'd also be interested in synchronizing with my 3rd device, which runs on iOS.

No, actually there isn't a way to see these stats or even if the upgrades consists of percentages, they might consist of points, we just don't know.
I can tell you what the maximum level each upgrade goes to.
Health: 5 Levels (So the 50 upgrades)
Main Cannon: 4 Levels (40 upgrades)
Wing Cannons: 5 Levels (50 upgrades)
Magnet: 4 Levels (40 upgrades)
Missiles: 5 Levels (50 upgrades)
I'm not a 100%, but you have to remember this is always changing as they keep expanding the game.
Maximum level upgrade in v1.33:
When you play any mission and find a "CARD" in a crate on the ground, and beat the level. You are awarded to keep the card. The cards consist of perks that help you in the game. 3 of the cards adds 1 extra Plane in your hanger. I've found 3 cards each, so i have 19/19 planes in my hanger. Hope that Helps.

When you start the game for the first time on your second device, pass the initial demo play and the first real game play to enable the "High Scores" section's button. When its icon is enabled, press it, enter the high scores page and see the "Play Games" account icon at the bottom of it. Just press it and your account will be synchronized automatically. It takes a few restarts to fully synchronize all your progress (former purchases, extra planes etc) into the second device.
