I am looking for the quest giver for the Smell of Incense. I have been wandering about Flotsam and yet to meet the quest giver. How do I start the quest?

The launcher contains the video and in game options, it's a bit hidden (screens are from GoG version):
Start the launcher, click on Video and Language
In the options which are mainly video settings, there is a button below names Input Settings..., click that.
Double click on current key value for an action, it will turn red, then enter your desired key for that action. Some keys are not bindable to anything else, like I for Inventory or J for journal. That put me off, too, since I use the ZGHJ layout and everything else around it.

Turns out time does elapse. It's pretty slow, but when you have a quest that requires you perform an action at a certain time, make sure you're mindful because there's definitely the possibility that you miss it.
I'm not sure if you could just come back in yet another day or not, because I'm not risking that in my game right now.

His name is "Vencel Pugg", and I found him near the docks. In my case he was leaning on a wall in a corner of the boardwalk behind (North of) the Inn. Lower level, down the stairs. He'll ask very generically, something like "are you willing to do some work for money?" without elaborating as to the nature of the work.
