What does the dogtag shape (with a star and number in it) inbetween the kit emblem and name under main/my soldier/customize

The bar represents your progress towards the next unlock in that weapon group. The more you use a certain weapon class, vehicle, etc, the more you points you will earn toward an additional unlock in that category. You can see a more detailed view of this progression in your battlelog profile:
This does indeed mean that you are the Squad Leader. As Squad Leader, you have the functionality (or obligation if you prefer) to assign squad tasks. This basically amount to attack/defend a certain point (you get bonus points if your squad then complies).
If you are squad leader, you can set an objective by pressing the "spot" command while targetting the objective.
Also certain servers only allow people to spawn on a squad leader, but a squad leader can spawn on any other squadmate.

You earn a service star for every 100 kills with that specific gun. The number next to the Star indicates the number of times you have earned a service star. Check the battlelog.battlfield.com web site for all of your stats
