Cyberpunk 2077 – What Does the Yellow Exclamation Point on Actions Mean?

I saw a loading screen tooltip that stated that, in my own words, "the NCPD is far too scattered to take care of all criminal activity, so residents of Night City are encouraged to dish out some vigilante justice."

A similar tooltip explains that intervening in criminal activity can help earn some extra Streetcred, which is needed to purchase items and level up certain skills.

I have not seen any explicit drawbacks, but I would imagine that later in the game, you might be making enemies that could cause problems for you. There's also the potential of civilian damage during these battles, which is problematic for V as well.

All fuse boxes can be quick hacked to cause a localised distraction (which will attract the attention of nearby enemies) or initiate an overload (which will cause a small localised explosion damaging nearby enemies).

Using your technical ability on a fuse box (when available) will temporarily disable all cameras on the local network. Both quick hacking and using your technical ability on a fuse box will give you experience.

In addition to this, a small number of fuse boxes can be interacted with as part of missions (such as the fuse box to enable power during the Ghost Town mission) and several others (for example at the back of Clouds) can be interacted with using the technical ability.
