After fully stocking a floor, sometimes instead of getting a minor bonus, I receive a message saying that a buying frenzy is going on. To me, it appears to be randomly generated, but what triggers a buying frenzy as appose to fully stocked bonus?
While progressing through the game, random special characters will spawn. These characters can then trigger special cutscenes depending on the floor you drop them off on. Buying any special bitzen unlocks them before the game naturally unlocks them from your progression (building floors, etc).
You now will be able to view more information about the unlocked bitzen (in your case, Boba Fett) in the Bitzens page. To get there, go to Menu -> Album -> Select the Bitzens tab (near the bottom).
Boba Fett will be under the first category called Bounty Hunters. You should also see him show up in your elevator randomly.

After testing this theory a few times on different floors, I was able to determine that the bonus = ~ 4.98% * [total amount of all 3 items in stock at the time of being fully stocked]
1st full stocking item:
41 bonus / 823 total in stock= .0498...
2nd full stock bonus:
22 bonus / 441 total in stock = .04988.....
3rd full stock bonus:
124 bonus / 2489 total in stock = .0498....
These were different types of floors at different heights.

I've been looking into this, and first of all, your screenshot shows that the "Fully Stocked" bonus is the buying frenzy, and that's what I've seen...there's only 1 type of bonus possible. I believe this works the same way as in Tiny Tower, where you get a bux for a Fully Stocked floor.
What I've seen is that this will happen with floors that have all 3 items nearly fully stocked, but it will also happen when 1 of the items is nearly full, and another item is nearly empty. This leads me to believe that the trigger is something like: if 3 items stocked & at least 2 items > 90% stocked, then award fully stocked bonus. I have yet to see a fully stocked bonus where this hasn't been met.
