I bought the starter pack, and a level pack. I've beaten the first level, and I've had an opportunity to move around the hub area, and I see that there are bonus levels I could walk into if I had the right characters. Would I just put them on the pad, and I could start playing? Or is there a "right time" to open up new characters and put them in? (please mark spoilers).
It seems to me that there would have to be a "right time", because otherwise, how would I load the vehicle with the correct mode?

I spoke with a guy at the LEGO store, and he admitted he didn't really know, but he thought it was a good idea to put the character on the toy pad. So I opened up the level pack, and I noticed that in the box there was an instruction booklet, and the booklet only included instructions for the character. The booklet stated that the gadget and the vehicle had to be built in game.
I then placed the character on the center part of the game pad while I was in the hub area, and the character showed up. Then, when I jumped into the pad portal in the game, I had the option of continuing the story, or playing the level specific to the character. While in that level, I was able to build the gadget and the vehicle and assign them to their bases.
