Where are the turtles! I've looked for nearly half an hour on the beach and nothing spawned. I move around a lot. If that's the problem please tell me.

I'm not familiar with the way Minecraft PE stores level data, but it seems that the game is failing to commit chunks to disk properly. When the game tries to reread the chunk, it either fails to find it or finds it's corrupted and regenerates it, thus leading to vanishing portions of buildings.
(Think laying your Minecraft world in a map with latitude and longitude lines. Those lines split the map in a bunch of squares that are called "chunks" in Minecraft.)
For some reason, this has been changed to a slider with only two settings. You can see the slider in the Options menu, labeled "Difficulty":
Moving it all the way to the left turns on Peaceful mode. I confirmed this by going out in the dark, walking up to a skeleton, and then flipping the slider all the way to the left: the skeleton disappeared.
There's no visual feedback as to what difficulty setting the slider's two positions are, which is a UI fail on Mojang's part. But seeing as this is the first Alpha release with these new menus, it will probably improve.

If you wait on one beach for turtles to spawn, you may wait for a long, long time yet. Turtles, being classified as peaceful mobs, are under the same mobcap as other peaceful animals, and that mobcap is practically always full.
Get in a boat and start traveling along shores of oceans, until you find some turtles - it usually doesn't take very long. Then you can breed two of them with seagrass, gather the eggs using a silk touch tool, and place them on sand somewhere near your base. Make sure the area is well lit up and protected from hostile mobs as zombies, drowned and zombified piglins (spawning from Nether portals!) will actively seek out the eggs to destroy them. During pre-dawn hours in player vicinity the eggs will start hatching, and baby turtles will spawn - and they'll consider the sand they spawned on their "home beach" and keep coming back to it if allowed to roam freely.
