I currently have a silver account for XBOX 360 Live. As well as a few games that are asking for "season passes" for access to their DLC and the like.
My question is, do I need to subscribe to the Live service in order to obtain these season passes or any other DLC? As well do I need to subscribe to access the Marketplace?
You can create your X-Box account for any country, however you can only change countries once every 12 months. This can be done via the X-Box live website. You have to however copy all your downloaded content to a backup USB since you can't re-download these. Also the country on your Live account and the X-Box account must match, otherwise it will create some havoc. To access the change your region options on X-Box live look for the following on your account:

Gamercards can only redeemed for the country they are bought for, as they are linked to the Live store for each country.
The only reason I can imagine your games won't work bought in India, is if they are not PAL/NTSC compatible depending on what you use. South Africans for a long time bought Australian and UK X-Boxes and bought games locally and they worked fine.
I have, on many occasions, had both my US account and my Canadian account on the same Xbox.
While it may seem strange that I would have both, after living in Canada for a number of years I became frustrated with the restrictions (I couldn't buy gamer points in Canada on my American account). As a result I now have both.
This has worked seamlessly on both my American and (later) my Canadian Xbox.
While I can't be 100% sure about Brazil+US, I do know that Canada and US are separate regions and they do function as you would expect.

Xbox Live Silver is enough to buy and download DLC and other items from the Xbox Live Marketplace. This page on the Xbox website explains the additional benefits of Gold membership.
Although that page's summary of Xbox Live Silver doesn't explicitly mention DLC, I can confirm that it is possible to purchase DLC (like Season Pass content is) with only Xbox Live Silver.
Do note that if the Season Pass comes with content that is multiplayer-only (such as new maps for a competitive multiplayer game), you may need Gold in order to fully utilize it. For instance, if you bought a Halo 4 season pass with Silver, you could download the new multiplayer maps and use them in LAN or split-screen, but not actually play them versus other people on the internet without shelling out for Gold.
