Price for creating a Robe of Protection from Evil

I have a player that wants to have a Robe of Protection from Evil made. Using just the continuous spell cost seems more than a bit low, as I explain below. What would be a more reasonable way to price this?

Protection from Evil (PHB#266) is 1st Level spell castable by a 1st Level divine or arcane casters. Lasting 1min/Level It provides for a +2 deflection bonus to AC and +2 resistance bonus to all saves
from evil creatures. Atop that it also blocks possession, charm and domination from evil creatures and summoned creatures can't touch you.

The Continuous Spell Effect magic item (DMG#285) costs Spell level × caster level × 2,000 gp. If the duration of the spell is 1 minute/level, multiply the cost by 2, as is the case for Protection from Evil. So as you can create an item at a lower level than the creator is, that means that this comes out at 1 * 1 * 2,000 * 2 = 4,000gp.

So for 4,000gp you get the same as a Ring of Protection +2 (8,000gp) and Cloak of Resistance +2 (4,000gp) and the charm protection and summoned creatures can't touch you. And it only takes up one magic item body slot. This appears a bit of a bargain.

This item basically exists: the phylactery of protection from evil, on page 58 of Dragon 342. It's CL 7, costs 30,000 gp, and gives continuous protection from evil. The robe body slot has an affinity for "multiple effects," and I'd say protection from evil does enough different things to qualify, so that price works just as well for a robe as a phylactery.

As for whether that's appropriately priced or not? It depends on the campaign. It's overpriced for just the bonuses to save and AC, but the mental protection could range from invaluable to irrelevant. Worth noting is that the phylactery of protection from evil is from the Age of Worms adventure path, rife with powerful undead, where 30,000 gp seems quite reasonable.
