I think I get this, but I'm not 100% sure. Price is the value to purchase said item, and Cost is the amount required to craft it. Is that correct? Is there a general rule about the Cost ratio to Price?

Also, in Craft Construct, when building a homunculi, I have the option to improve it further. However it lists a Price value added ("Price: +1,500 gp."). If my understanding is right, do they meant Cost + 1,500, or do they literally mean Price and as such the cost to add the improvement is lower/different?

Yes, Price is different than Cost. Cost is 1/3 price for non-magic stuff, and 1/2 Price for magic, unless specified to be different. Selling price is also generally 1/2 so you make money by crafting non-magic gear but you only make money by crafting magic stuff if the item itself produces more money than it costs to create (like a robe of useful items) or if you have special cost-lowering abilities.

In the case than an ability modifies price, like the listed homunculus mods, the actual modification to the cost to create is 1/2 as much (or 1/3 as much if the thing being modified were a mundane item). When something wants to modify cost directly, it will generally use 'cost to create' as the term, like the modification for adding extra Hit Dice to a homunculus.
