A Specific Cursed Item generally costs a fraction of the real item to craft, often around 10% (Incense of Meditation 4,900 gp, Incense of Obsession 500 gp) or 20% (+2 Sword 8,315 gp, Cursed -2 Sword 1,500 gp). An exception is if the item is especially useful, such as the Scarab of Death (80,000 gp) which could be given to an enemy to kill him in one round.
A normally functioning item with a drawback or dependent curse condition (e.g. only works in the hands of a creature with a particular alignment) should reduce the cost by around 10% to 30%, or more depending on severity. The crafting guidelines state that an item reduces in price by 10% if they require the wielder to have a certain skill, and 30% to have a certain class or alignment. You shouldn't let players pick this as a drawback while crafting, since a wizard can just create himself a staff only usable by wizards for a big discount at no penalty.
The spells remove curse and break enchantment only free a person from a cursed item, but do not turn the item into an uncursed version of itself. Since the price difference between a cursed item and its uncursed version is significant, a single spell shouldn't be enough to repair it permanently, although wish can repair items at an XP cost. A wizard with the correct item crafting feat could probably repair a cursed item by paying the difference.
Note that while remove curse does remove a curse from any item except a weapon, shield or armour, it doesn't necessarily turn the item into a properly working version. The item may have been created cursed by accident, or have broken somehow and lost its original power.
An alternative way of creating a cursed item appears in Dragon Magazine #348, October 2006, in the article "Bestowed Curses". The spell bestow curse can turn a weapon into a cursed item of its kind, so a +4 sword becomes a -4 sword. Since bestow curse is a Permanent duration spell, rather than Instantaneous, an item temporarily cursed in this manner returns to its original form when the curse is broken.
Acquiring an antimagic field
The typical wizard must be level 11 to cast the 6th-level spell antimagic field, but once he can, the rogue could commission from him magic items. It's even possible that when the wizard hits level 11, the wizard takes the feat Craft Staff, and a staff is the easiest and cheapest way for the rogue to use the skill Use Magic Device to cast consistently the spell antimagic field, but the rogue must find means to recharge the staff when it's depleted. The cost to create a staff of antimagic field is 26,700 gp, which includes the 300 gp for the masterwork staff. (The base price for a scroll of antimagic field (6th-level arcane spell at caster level 11) is 1,650 gp if the rogue only wants to use the spell once.)
Without many other items that create an effect like the spell antimagic field, the equalizer shield (120,830 gp; 23 lbs.) appears to be the item to use when ballparking prices for similar items that create an effect like the spell antimagic field. The fact that without the equalizer shield's ability to create an antimagic field once per day the equalizer shield is just a +1 mithral tower shield means the game puts the price of the ability to generate an antimagic field on command once per day at upwards of 100,000 gp.
Adjudicating an antimagic field
The spell antimagic field's spell level belies its vast power; it's one of the most powerful and difficult to manage effects in the game. It allows the defeat of many foes the PCs would've otherwise found invincible, and it allows the weak foes to defeat the PCs. It's a nuclear weapon that sends all users back to the Stone Age time of No Magic, and that's scary. Even creatures who plan around the spell can be hurt by the spell's unpredictability; the nature of PCs' adventures rarely make adventuring without magic a good idea.
To that end, I agree with Ciacciu's answer: experiment. Start with a scroll or two and see how it changes your game, and remember to let the foes do the same.

The antimagic field spell "suppresses any spell or magical effect used within, brought into, or cast into the area". Also, "a magic sword does not function magically within the area". Since curses are magical in nature, they are supressed when brought within the confines of the field. Thus, you can take off cursed magic items by walking into an antimagic field.
As a note of comparison, remove curse, the normal way of removing cursed items, is only 3rd level, while antimagic field is 6th, so this isn't even a stretch power-wise.
