The psionic power mindlink does exactly what you want: It's low level and works on any creature that has an Intelligence of 3 or higher. (As long as you spend the points to make it work on an unwilling target.)
And most importantly:
You can communicate telepathically through the bond even if you do not share a common language.
As a backup option, as long as you can touch the ice toad, you can cast tongues on it. Tongues doesn't require a willing creature, so as long as the ice toad fails its will save this should allow it to speak to and understand you.
This spell grants the creature touched the ability to speak and understand the language of any intelligent creature, whether it is a racial tongue or a regional dialect. The subject can speak only one language at a time, although it may be able to understand several languages.
This won't allow it to speak to other ice toads:
Tongues does not enable the subject to speak with creatures who don’t speak.
So if you want it to be able to speak to other ice toads, you'll have to cast the spell on them too.
There is one other fly in this ointment:
The subject can make itself understood as far as its voice carries.
This is potentially problematic, because if ice toads don't have a voice (which may or may not be the case), they will be able to understand you but not speak loud enough for you to hear. This will enable any communication method that relies on the creature understanding you, and might allow communication methods that rely on the creature having a language. (Depending on whether understanding every language counts as "having a language"; I can't find a rules definition of what that requirement actually entails.)
Alternatively, with one-way communication established, you may be able to talk it into accepting a telepathic bond or some other method that relies on having a willing target.
I have always read
You gain the selected language as a bonus language,
as meaning that you add the language to your list of known languages when you create your character (as a bonus language), not that you add the language to the list of bonus languages you can choose from to learn with a high intelligence modifier. The reason I believe this is that it says you "gain the language as a bonus language," not "add it to your available bonus language options" as other similar features do.
This is no different in my view from gaining a bonus language from a high intelligence modifier.
You apply your character's Intelligence modifier to:
- The number of bonus languages your character knows at the start of the game.
I interpret this as meaning that it is a bonus language because it is not a language you have learned through a rank in linguistics or from your racial features -- that is, it is a bonus on top of your standard known languages. Essentially, you have a list of languages to choose from, and when you gain one from high intelligence or a class features, it becomes a bonus language. They are bonus languages because they do not require ranks in linguistics to learn them (because a linguistics rank allows you to learn any language). When you become an oracle you gain that language as a bonus.
The text that follows,
At 5th level, pick an additional language to speak in combat and
add it to your list of known languages,
indicates to me that the language added at 5th level is in addition to the bonus language gained at level 1.
Unfortunately, there is no real explanation for why the game writers used two completely different phrasings to mean the same thing, if you accept the premise in this answer as true, and, absent any developer or writer commentary on why such choices were made, I doubt we can make a determination on that.

I had to wade through some old threads on Paizo's forum to find this one but:
Speak and understand any language does not apply to animals. For the basic reason that animals are not considered having a language in Pathfinder. (To support this: you cannot learn an "animal" language, for instance.)
Speak with any creature, by wording, should work with animals, since they're creature. You're still not mastering every language out there, but you have the supernatural ability to be understood by any creature you speak to (within the limits of their Intelligence, of course).
The question itself is pretty niche, so it wasn't explicitly adressed in the FAQ, but is partially covered by different threads that points toward this interpretation.
To synthesize:
Tongues of the Sun and Moon does what Speak with Animals does, plus with any living creature.
Tongues curse helps you interact with all creatures that possess a language, not with animals, so the spell does not overlap with it, it complements it.
