From what i found the salesforce hover details feature (pop up to show details of object on another objects layout)(User Interface > Enable Hover Details) does not work on related lists.
It works only on parent objects
Form my prospective i can't understand way it does not also work on related list. Its the same functionality
Does anyone have any ideas on how to implement this feature or one like it ?
I could implement it with JavaScript and a js ui framework but was hoping there was a more saleforces oriented way to do it

The checkmarks for “Related Lists” on the mini page layout only affects the display of a record in a Console view.
From the Salesforce Help:
Related lists on mini page layouts only display in the Console tab, not hover details.
For example, if you set the Top Sidebar Custom Console Component for the Case Layout to be a Lookup to the Account, you’ll see the related Account record in the top panel of the Console along with the related lists that you checked on the Account’s mini page layout set up.
Here's the result of a Case Console Component of the Account lookup in the Top Sidebar with the Account's mini page layout specifying that the Notes & Attachments related list should be displayed.
When you load a record detail page in Salesforce, you get the top half of the page that shows the fields and information for that record, and you also get the bottom half that shows related records to the page. The bottom half, the "Related Lists", could potentially take a while to load because Salesforce has to traverse their database to gather all the related objects.
If you "Enable Separate Loading of Related Lists", you can get the top half of the page to load first, then have the bottom half of the page load afterwards.
If you do not have the option enabled, you will have to wait for the entire page to load before you can view any information.
