I've seen a few pages online that talk about enabling the Service Cloud Console. They all seem to mention creating a new App and selecting "Service Cloud Console" but I don't have that as an option when I'm creating a new app in my dev org.

Is there something I need to do before I can create an app?
Are you screen popping a new console every time? This isn't the best approach. It would be like opening a new instance of Outlook for every email.
If not, and you're staying in the Console and just want to open a tab to the new case, use screenPop API in Open CTI.
If you are using the desktop adapter, screen pop to the VF page and use openPrimaryTab from it.
Also, can you inspect the frame of your new tab and paste the url here?
There is an example application for the service console included in the developer edition, but it isn't enabled for any profiles in my recent dev orgs.
Navigate to Setup -> Create -> Apps and you will see Sample Console in the apps list.
Click the edit link next to this and scroll to the bottom of the page and you will see the profile availability - on mine its empty:
Check the boxes for the profiles that you want to have access and click the 'Save' button. The sample console application will then appear in the applications menu at the top right.
You can also create your own custom service console applications if you don't like the sample one - simply select the console radio button after you click the New button.

First go to your profile and activate "Service cloud User" option. Then try again with service cloud console app :)
