Need to restrict by creating cases for a few profile users. The new button should not be visible or hide for a particular profile user in lightning experience. How to do this? Is there any configuration change or can we do it by overriding New Button?

Yes, quick actions appear on feed layout for case and work order object. To solve this problem follow below steps:
Create custom component with the button as close case.
Get the record Id, pass it to the lightning controller and close the case, you can use lightning data service too.
On successful update you can fire $A.get("e.force:refreshView").fire(); to refresh the detail page without reloading the entire page.
You can conditionally show/hide components on the page by setting the component visibility. Select your component and in the properties panel you have the flexibility to show/hide based on a field in the record or user level attributes. See below for clarity:

In the user's profile, remove the
Createaccess for Case object and system will automatically hide it.Edit based on comments:
Since, the button cannot be restricted based on profiles, so better to handle that with validation rule so, only specific profiles can create cases and others not.
