When setting up the connector which users should be assigned to which permission set in Sales Cloud?
What permission set would a view only user need?
What permission set would a content creator and triggered email sender need?

As part of the setup process in Sales Cloud for the MC connect, there is a "manage users" tab within the Marketing Cloud Connector Settings.
This will bring up the following table below, where one can select which users should be Admins or Users. This will automatically add the Sales Cloud user's to the corresponding permission set listed in the question above.
Scope by User does affect Journey Builder in that way, that Salesforce Entry Events can only be created by users who are integrated. If Scope by User is configured, and a user that is not integrated, creates a Salesforce Entry Event, an error message will appear "There was a problem retrieving the Integration Status".
If integrated, scope by user does not affect the available data. The reason is, that with a salesforce entry event, a process and flow are created by Sales Cloud API User in Sales Cloud and though, the scope by user permissions do not affect who is injected into a journey.
The only option to filter, is to use a a filter in the entry event or a decision split in the journey. It might be possible to adapt the created flow and process but I doubt that and didn't try this.
Thanks for sharing your point of view on this problem. I am confronted with the same discussions and the client's faces always turn white when I explain to them the different options.
To be honest I push them to option 3. I explain that SFMC is not Salesforce and the concept of a sandbox is still blurry. I generally don't get pushback. If I do, I scope for option 1 then when they see the difference in prices, they go for option 3 (with a little prayer and a lot of trusts - never got any issue with option 3 and I did a lot of implementations).
I feel that we have difficult conversations because of a product gap. SFMC should be better at managing sandbox and prod.
