Can you still make custom hero builds in dota 2? Ever since the reborn update, I havent found a way to do so… is it simply in another place that I havent looked yet? Any Ideas?

They're from the original Unreal Tournament. The people who made Dota just used them and Valve kept them in for Dota 2 for nostalgia.
Yes you can modify a preexisting build.
Just open the build (book from left upper corner) and then open the store.
After this you can click the little icon i marked which will make the itembuild editable.
Feel free to adjust to your needs!
I tested it with someone else's too even if the picture shows editing my own.
