The closest you'll be able to get to this is to create a custom game in the client where your teammates and the other team are all bots (or it's just you by yourself). You can't host your own LoL server as all legitimate LoL servers are owned by Riot.
To create a custom game on the Riot servers:
- Click the big red Play button.
- Click "custom" in the list of options on the left.
- Click "Join/Create"
- Click on the "Create Game" button in the lower right.
- Configure the game settings, then click "Create Game".
- If you want bots on either side, click the "Add Bot" buttons.
- Click "Start Game".
If you play a custom, you can end it at any time without incurring a "leave" penalty.
Ok, I figured out where to check. In the Purchases tab there is a Gifting History button.
For some reason it wasn't showing up earlier today, there were some store issues going on when I looked for it earlier:

You cannot send gifts across server. Your options to get a gift to your friend are very limited as the following restrictions are in place:

By no means should you EVER give your friend your password. The reason is not because your friend could steal your account or anything of that sort. You could potentially be banned for account sharing as they will notice the drastic difference in login location. The chance of this happening is slim, but it is a possibility.
