Simple answer - You shouldn't mid as Akali vs a Morgana.
She will be a better harasser
- Her AoE and snare will wear you down faster than your Q will on her
- Your smoke bomb is nearly useless vs her AoE and ultimate
She farms better
- Your farming skills mean you have to get in auto attack range, her AoE will slowly wear you down
- She has spell vamp as passive, so her laning presence is very strong
She is too strong vs your skills
- Your harassing depends on auto attacking after marking. She can spell shield when you are in range, then AoE > Snare.
- AoE and ult > your smoke bomb
If you have no choice then I would:
- Use Flash to get out of sticky situations with her snare and ult (Smoke bomb + Flash is just absolutely amazing for escaping)
- Use your smoke bomb to farm more safely
- Not bother trying to harass, concentrate on farming / last hitting
Gank lanes as soon as possible
If you do have a choice then I would:
- Pick a a champ that will out farm her
- Pick a AD ranged champ (spell shield
not so effective now!)
- Pick a tanky champ to mid vs her, i.e. Vlad / Galio, she isn't particulary dangerous on her own and its an easy lane for a tanky champ
Roaming has become a popular addition to the metagame strategy, wherein one player does not lane nor jungle, but rather simply moves through the jungle/river to initiate ganks on lanes from level 1 and onward, until the teamfight portion of the game begins.
A roamer essentially guarantees that you're either running a solo lane, or two solo lanes if you have a roamer and a jungler. I've also seen a double roamer game played, though this tends to be less effective as enemies who are wise start playing defensively and reduce the effectiveness of your roamers, which put them behind in both CS and levels.
The qualities of a roamer can vary, but the general requirements are that they are mobile, can do burst damage, and have a strong stun or position altering (push, throw, etc.) ability. Taric, Evelynn and Alistar are all very popular choices for roaming. I've also seen Sion and Blitz play roaming effectively, but they were both out of a lack of a jungle spot on the team and normally suit better in a lane.
This strategy is similar to the "double jungle" mindset in that you get three solo lanes, with the exception that there is extra pressure on getting early kills to succeed. A definite risk vs. reward tossup, as successful roamers will quickly catapult your laners ahead in level / CS as well as demoralize your opponents, but unsuccessful roamers will fall just as far behind due to the lack of their presence in the laning phase.

Just recently TSM was counterpicked hard on top lane, and Dyrus fed 2 kills early as WW vs Olaf, and he was behind double digits in cs. His lane was done. Jungler never came to help because there was a high risk of being double killed by the Olaf. The way they came back was by completely giving up on that lane. Dyrus roamed to help pick up objectives like towers and dragons.. and he ganked mid and bot lanes. When he was in lane, he didn't farm outside of the tower, often giving up large quantities of cs.
So that's some advice for you if you're feeding. However.. if someone else is feeding, you're best bet is to make sure the other lanes win harder. Also, be POSITIVE towards the feeder. Perhaps they had a bad start but they're actually pretty good. You'll never know if you or your team degrades them so much that they start to focus more on yelling back than coming back.
