The wikia says that the Scout Mastery only applies to wards. however, I heard elsewhere that it works for traps (i.e. Caitlyn's Traps). Is this true? Does it also work for other revealing spells (Ashe's Hawkeye, Kog's Ultimate, etc.)?

Currently the Answer is NO.
Once you click on "Save and Use" the masteries are saved to mastery page number X (Where X = 1-10).
I completely understand what you mean with using different summoner spells on the same champion role, so what I created was, different mastery pages for the same role each with a different combination of summoner spells, so for instance my mastery pages looks like:
The one last mastery page is left as a Configurable one during champion selection, so if someone else on my team has clairvoyance and I am playing a support champ, I can get instead of C.V flash or heal.
10 Mastery pages should be enough to customize your preferences.

You can change the mastery page name by simply clicking the default name and when done hitting ENTER.
Smite has a cooldown of 70 seconds. Baron takes 7 minutes to respawn, the dragon takes 6 minutes. This gives you 6 smites within a 7 minute time span, or 4 extra smites you can use whenever for a free 10 gold. Knock out one of the siege minions in a lane, kill a random Golem... all cases where you'll also get some free gold. As the cost is an ability you can't even use in team fights in most cases (barring Annie and others), it's essentially around 120 free gold or more in the period between objectives. Even a farmer who would already get the kill, it's still an extra 10 gold for virtually no significant cost - it's fast, you barely need to travel, no mana cost.
It's not a lot, ultimately - it translates roughly to the equivalent of 1.4 gold per 10 seconds if you were to fire it off every time after cooldown (and ignoring the periods in taking down the objectives). But it is pretty effective and can give you a pretty penny, so if you have the spare mastery and are going with Smite to begin with, it can be very functional. Just realize that you can toss it out around 4 times between objectives, give or take based on the obvious desync for Dragon/Baron spawns.

Simply put, what you heard elsewhere is incorrect. The tool tip for the Scout Mastery reads as follows-
Wards gain 25% increased vision range for the first 5 seconds after placing them.
Riot is fairly straight forward when it comes to Runes and Mastery's and as such the tool tip would specifically say it affected champion abilities and summoner spells as well.
It is possible that for a time this was the case, but it would have been fixed once it was brought to RIOT's attention.
