The reward for completing the Citadel: Medical Supplies is either increased Medi-gel capacity or enhanced Medi-gel depending on which doctor is stationed on Normandy.
The increased capacity is self-explanatory. However, I do not understand what "enhancement" has been given to the enhanced Medi-gel. Is it simply that the amount of health restored through the use Medi-gel has been increased? What exactly puts the "enhanced" in "enhanced Medi-gel"?
A human doctor will be looking for the medi-gel formula you have in your possession following the completion of your mission on Palaven. You can find her in lobby of the Huerta Memorial Hospital on the Citadel, to your left when you walk in the door:
Outside of having completed the Palaven mission, there's nothing in particular that you need to do to trigger this mission beyond talking to her once in possession of the forumla. As Raven Dreamer notes in the comments, the doctor does have a side-conversation that would clue you into her need for the formula to begin with which you'll overheard as you approach her.
On Insanity mode the AI actually seems stupider, and does not have much sense of self-preservation, though I wouldn't call them actively suicidal. The AI will simply sit on an active grenade and let themselves die, they'll ignore an enemy bum-rushing our cover. They don't seem to get that they're about to die.
The AI also largely ignores their own powers; I often have to manually order my squad to use powers on roit shield targets, which they often happily ignore.
However, they are not suicidal in that they won't actively attempt to bum rush enemies and get themselves killed, but they seem very content to sit still and not use many powers or bullets. Yes, micromanaging is often necessary to keep them alive, and yes, they're going to spend a lot of time "dead" if you don't play a very good game on Insanity. But if you take charge in the battle and leave them behind they generally won't go out of their way to get killed.

The enhanced medi-gel heals more per use, how much your gel heals is determined by what difficulty you're playing on. So this would be more useful if you're on a higher difficulty than if you were on an easy one.
